Added final generic-editor/note busy recheck after actor notification before staging changed-state commit. Native ordinary movement witness reproduced prior incorrect staged response. Real Generic.accept setup and private noninput movement retain ordinary CPP/nativehooks, natural drain and original flag restoration.
