Completed new editor actor-slot guards

New compile_session/session_action now bind INT/range/active actor slot before private access, matching replace_context. Native inherited loaded override controls require E_PERM/E_TYPE/E_RANGE and preserve complete unrelated victim state. Final fresh source/live collection remains pending.
