Added notes-2026-10-14-native-final-verifier.md for final review and appended the existing design note with exact committed tree/source approval. The fresh verifier is checking final binary and relevant allocation/anonymous/checkpoint controls. No hosted CI is configured; merge and live deployment are pending. Covers review preparation, this manifest and receipt bookkeeping.
