New allocations preserve referenced high-water holes

Native runtime append allocation now reserves referenced holes after maximum-object reset and selects a safe number. Capacity checks prevent wrapped or truncated skipped IDs; native create refunds its charged quota on exhaustion and emergency startup handles allocation failure. Covers db_objects.cc, db.h, objects.cc and server.cc. Raw database loading remains unchanged; source is not deployed.
