First scalar constructor test source authorized separately

Added scalar-roundtrip-proposal.moo and its preparation note: one direct domain-owned zero-argument test uses the existing cleanup token before one real area return, verifies its literal receipt and original private life, then consumes the normal cleanup stack and requires native invalidity. Source authoring is separately authorized only after the18-method writer freezes; final fresh review covers all19. No test, bootstrap, fixture or helper execution is authorized yet. This manifest and confirmed receipt cover the preparation documentation and recorded boundaries.
