Added the reusable counts-only classify-pending-builder-callers.py inspector and notes-2026-10-14-validator-reading-coverage.md. It refuses checkpoint-only retirement because active reading VMs can be omitted. Root independently observed no live readers under native wizard permissions. The working log records the scoped proof and the earlier temporary eval write/reset's unresolved concurrency limit. These records, this coverage manifest and its confirmed receipt are documentation changes; no historical fixture was adopted or disposed.
