Builder validation moved to its shared owner

The saved building validator and seven calls in six builder methods now use the common building utility. The validator logic, caller metadata and surrounding behavior are preserved. Fresh source and same-task tick checks match; old-helper retirement and behavioral acceptance follow separately.
