Native WAIF owner allocation query merged

Added maintained waif_owner_count(OBJ) with standard builtin protection and owner-or-wizard authority. Increment native new allocations and distinct checkpoint loads; decrement only actual free. Aliases do not increase counts; pending finalizers, resurrected instances and invalidated classes remain counted. Counts identify numeric owner slots, never object incarnations, and do not collect garbage or modify tasks.
Added lifecycle, isolation, native argument/error, protection, resurrection and invalidation regressions; extended existing isolated harness for old-runtime preparation and two reloads. Corrected a failed outbound-disabled URL fixture without changing native behavior, and added a genuinely shifted simplex_noise direct/suspended continuation control. Independent29 tests/83 assertions and root exact-source repetitions pass. Added API/test documentation and six alternating CPU/tick controls with unchanged10003 ticks per1000; CPU resolution and workload scope preclude speedup or zero-overhead claims.
ToastStunt PR6 merged normally as890961bb9f82d09986b5f3bc0350ea84d54b815a with reviewed head a48f1a1 and identical tree55c8252. Root and independent final verifier reviewed exact base/head and all review threads; no hosted CI exists. Archived exact merged source and retired only its clean task worktree/local branch after ancestry/tree checks. Host build preparation is ongoing; production remains unchanged.
